PA Turnpike Toll Plaza Demolition Project – Northeast Extension

In January 2025, New Enterprise Stone & Lime Co., Inc. (NESL) was awarded the first contract issued by the Pennsylvania Turnpike Commission (PTC) for the demolition of legacy toll plazas along State Route 476 on the Northeast Extension. The contract, valued at $13,450,000, includes the demolition and reconstruction of six toll plazas spanning from Milepost A87 to Milepost A131 in Clarks Summit.

NESL’s Laflin division, along with HHC crews, mobilized to the project in March 2025 and have continued working through the winter months to maintain the project schedule. To date, four of the six toll plazas are at or near completion, with the remaining two scheduled for completion during the 2026 construction season.

The scope of work includes demolition of existing toll gantries, canopies, concrete islands, and toll buildings at each interchange. In addition, NESL has completed roadway realignments, installed new median barriers and shoulder guiderail, and reconstructed all toll islands and scale pits with new steel reinforcement and concrete. Existing underground tunnels at each plaza were filled with flowable fill to ensure long-term stability. Several structures remaining on site are being repurposed and require new electrical service installations and communication line upgrades.

While the project represents a departure from NESL’s typical scope of work, the team has successfully addressed a number of unique challenges. Through close coordination with subcontractors and the Pennsylvania Turnpike Commission, the project team has developed safe, cost-effective, and high-quality solutions to ensure successful delivery of this important infrastructure improvement.
